This is another question a lot of beginners asked me.
So the answer is, Google Adsense did not specify the minimum amount of traffic.
I have approved almost 29 sites of my clients in the past 2 years. Most of the sites did not have a big amount of traffic.
So it is not a big deal to get AdSense approval without traffic.
Also remember: In my opinion gaining almost 200 visits each and every day is necessary to earn money from Google AdSense.
Without traffic, you could notbe able to make money form Adsense. So without traffic having adsense approval or not having approval have the same effect.
So make sure that your site has better traffic so you can monetize the traffic.
